25. Miller Moss, USC

Career statistics: 66-of-92 (71.7%), 914 yards, 9 TD, INT;27 rushing yards, 3 TD

Outlook:With college football's top play-caller in his corner, it's difficult not to include Moss here in the top 25, despite being the next-man-up after Caleb Williams. Lincoln Riley deserves the benefit of the doubt when it comes to quarterback production given the fact he has coached three Heisman winners at the position and another finalist over the last decade.

24.Nico Iamaleava, Tennessee

Career statistics: 28-of-45 (62.2%), 314 yards, 2 TD; 71 rushing yards, 3 TD

Outlook:No player inside the top 25 played fewer snaps than Iamaleava, so all receipts are welcome if Tennessee's former five-star signeefails todeliver. He should be a dynamic passer in Josh Heupel's multi-read looks and if Tennessee's wide receiver talent steps up, there's no reasonIamaleava can't be one of the nation's most accurate.

23.Garrett Nussmeier, LSU

Career statistics:129-of-219 (58.9%), 1,720 yards, 11 TD, 7 INT

Outlook: Expectations are high in Baton Rouge for a three-year backup who is finally getting a starting nod following Jayden Daniels' exit to the NFL. There were teams who wanted — even anticipated — Nussmeier entering the transfer portal, but it never happened and quarterbacks coach Joe Sloan (LSU's new play-caller) is ready to unleash his next top passer.

22. DJUiagalelei, Florida State

Career statistics: 695-of-1,176 (59.1%), 8,319 yards, 57 TD, 24 INT; 1,1332 rushing yards, 21 TD

Outlook:Many wondered how "DJU" would fare in the Pac-12 last season at Oregon State and after finally playing within an offense that catered to his strengths, he gave us a positive answer.Uiagalelei is back in the ACC where he'll get a redemption opportunity after an inconsistent showing during three years at Clemson, previously.

21.Byrum Brown, USF

Career statistics: 312-of-476 (66.5%), 3,696 yards, 31 TD, 12 INT; 988 yards rushing, 14 TD

Outlook:Anticipate insane numbers for Brown during his second season in Alex Golesh's offensive scheme in Tampa as one of the Group of Five's top players. Brown was responsible for more than 4,000 yards of total offense in Year 1 as USF's starter.

20. Kyle McCord, Syracuse

Career statistics:270-of-406 (66.5%), 3,776 yards, 27 TD, 8 INT

Outlook: The new staff essentially gave McCord total control of Syracuse's scheme and that should benefit an efficient passer formerly ofOhio State.

19. Cameron Rising, Utah

Career statistics: 456-of-711 (64.1%), 5,572 yards, 46 TD, 14 INT; 953 rushing yards, 12 TD

Outlook:Rarely does a quarterback with a pair of conference championships to his credit return for a seventh season. But Risinggave it another go after missing the 2023 season with a knee injury. The Utes enter the Big 12, and according to most projections, are a playoff contender as one of the league'snewfrontrunners. Rising made big plays in crucial moments during his career and has seen just about everything as a starting quarterback.

18.Grayson McCall, NC State

Career statistics: 710-of-1,016 (69.9%), 10,005 yards, 88 TD, 14 INT; 1,118 rushing yards, 18 TD

Outlook:During his time at Coastal Carolina, McCallcompleted 710-of-1,016 passes (70 percent) for 10,005 yards with 88 touchdowns and 14 interceptions, while also rushing 350 times for 1,113 yards and 18 scores. He was three-time Sun Belt Player of the Year, four-time first-team all-conference selection four times and the Sun Belt's Freshman of the Year during the 2020 season.

17.Seth Henigan, Memphis

Career statistics: 838-of-1,314 (63.8%), 10,764 yards, 79 TD, 25 INT; 708 rushing yards, 9 TD

Outlook: The Tigers' starting quarterback since his freshman season, Henigan is going to leave Memphis with several program records, and he hopes to leave a mark with the school's first-every playoff berth.

16. Conner Weigman, Texas A&M

Career statistics: 155-of-251 (61.8%), 1,875 yards, 16 TD, 2 INT

Outlook:This former five-star was well on his way to earning a spot in the top-half of the league's quarterback rankingsexiting his first full season as a starter before an injury sidelined him for much of his sophom*ore campaign. Weigman's best attribute is his arm strength and new Texas A&M coachMike Elkoshould help him develop into one of the league's best under center and Weigman has the skill set to be a future Day 1 pick.

Career statistics: 544-of-817 (66.6%), 6,473 yards, 38 TD, 13 INT; 986 rushing yards, 15 TD

Outlook:Coming off his best season,Brady Cook was a weapon for the Tigers and one of the most reliable players in the SEC at the quarterback position.Eli Drinkwitzsaid after the campaign he could not have been more proud of the way his quarterback handled himself and carried the team after posting several momentum-changing wins. If most of his throws head in the direction of potential All-Americanwideout Luther Burden III, Missouri will be in great shape.

Career statistics: 209-of-385 (54.4%), 3,070 yards, 21 TD, 7 INT; 1,385 rushing yards, 13 TD

Outlook:The advanced analytics suggest Garrett Greene is college football's most underrated returning quarterback in 2024 after he exploded onto the scene for the Mountaineers last season. He led the FBS ranks in big-time throws (10.2%) last fall per PFF and is rarely sacked when pressured given his mobility. It's a dangerous comp, sure, but Greene is the closet quarterback we've seen to Johnny Manziel in the Power conference ranks in several years. He's lethal on the move and can move the chains with his feet or finding guys at the second level when the secondary begins to close in.

Career statistics: 382-of-619 (61.7%), 24 TD, 10 INT; 1,224 rushing yards, 19 TD

Outlook:One of the top transfers, Riley Leonard battled through injuries after a breakout season during Mike Elko's inaugural 2022 year at Duke. That put him on the scene nationally as a top-end transfer this cycle who landed in the hands of Marcus Freeman at Notre Dame. He fights to follow in Sam Hartman's transfer footsteps as leader of the Fighting Irish this season and enhance his NFL stock in the process — if he can stay healthy.

Career statistics: 458-of-779 (58.8%), 5,786 yards, 48 TD, 25 INT; 921 rushing yards, 19 TD

Outlook:There is a certainlevel of statistical expectation that goes into playing quarterback for Ryan Day. The Buckeyes have one of the most-talented rosters in America surrounding Will Howard. Considering Ohio Statebrings back Emeka Egbuka, TreVeyon Henderson and welcome Ole Miss star Quinshon Judkins to the offense, this unit should flourish under Howard's direction. In two seasons as Kansas State's starter, Howard threw 39 touchdown passes and ran for another 12 scores.

Outlook:Can Jalon Daniels stay healthy? That's the major question most everyone has for the veteran Big 12 quarterback who played in only three games last season after having a statistically-efficient 2022 campaign for the Jayhawks. At full strength, there are few better in big-time situations than Daniels on the move, but he's yet to play in 10 games during any season. Losing his OC to Penn State is something to watch, too.

Career statistics: 268-of-449 (59.7%), 2,975 yards, 29 TD, 2 INT

Outlook:Drew Allar is a former five-star signee who shouldered expectations in Year 1 as a starting quarterback and passed the eye test last fall. Like another quarterback inside this top 10, Allar was pressured more often than not and still put up impressive numbers. The Nittany Lions didn't showcase Allar's arm enough, but that's going to change with a new playbook. Only Nix at Oregon turned it over fewer times last season given the sheer number of reps. Allar is elite in terms of ball security, but he needs to take more chances in the passing game to make this Penn State offense, complete with a new play caller, go next level in 2024.

Outlook:After a standout sophom*ore season, Noah Fifita stayed put at Arizona despite watching his head coach, Jedd Fisch, bolt for Washington at season's end. According to PFF, Fifita was at his best under pressure last season with one of the highest passer ratings in the country under duress. And on money downs, Fifita's grade of 90.3 was No. 3 nationally. The young signal caller can play as one of the most talented sub 6-foot passers in college football.

Career statistics: 265-of-441 (60.1%), 4,003 yards, 41 TD, 11 INT; 1,427rushing yards, 14 TD

Outlook:Most assumed Kaidon Salterwas going to be a transfer portal casualty, but he remained with the Flames and try and lead this program to a College Football Playoff berth in Jamey Chadwell's second campaign. After going unbeaten during the regular season in 2023, why not go for another round? Salter rushed for 1,089 yards and 12 scores as a third-sophom*ore in 2023, to go along with 2,876 yards through the air and 32 touchdowns.

Career statistics: 1,193-of-1,875 (63.6%),13,874 yards, 119 TD, 30 INT (includes two seasons at Incarnate Word)

Outlook:Cameron Ward could lead Miami to the promised land in the ACC since he's got a Howitzer for an arm and precision downfield, not to mention he plays alongside enhanced caliber of athletes in the receiving room for the Hurricanes. He's an Air Raid, but that's often a knock on quarterbacks who are only spread-friendly passers. Ward would havea 2024 NFL Draft selection had he come out, so the goal here is to solidify Day 1 billing next spring with a stellar campaign.

Career statistics: 1,050-of-1,644 (63.1%), 14,865 yards, 125 TD, 26 INT; 1,060 rushing yards, 26 TD

Outlook:The favorite to win this season's Heisman according to FanDuel Sportsbook, Dillon Gabriel arrives at Oregon with considerable expectations following a brilliant stint from Bo Nix under top-end play-caller Will Stein.Gabriel's coming off twonoteworthy years at Oklahoma that followed three seasons at UCF and there are few better nationally at extending plays.Gabriel's not going to get 2025 early-round NFL Draft hype, but he's a terrific college player. Oregon reloaded with weaponry aroundhim, too.

Career statistics: 444-of-690 (64.3%), 5,656 yards, 37 TD, 12 INT

Outlook: Markedas a potential Heisman finalist in 2024for a College Football Playoff team and potential conference champion, Quinn Ewers has all the tools to be great.If he backtracks, however, another former five-star —Arch Manning— is waiting in the wings to begin his SEC career. That's only going to help Ewers, knowing there's a talented player behind him pushing for reps. Few players nationally have more to build off of than Ewers, who directed the Longhorns to a semifinal appearance and was terrific down the stretch, including a career-noteworthy 452-yard, four-touchdown explosion against Oklahoma State.

Career statistics: 221-of-334 (64.2%), 3,172 yards, 29 TD, 9 INT; 851 rushing yards, 13 TD

Outlook:All it took was an early September benching from Nick Saban to motivate Jalen Milroe, who came into his own as a playmaker at quarterback as the season progressed, finishingwith 2,834 yards passing and 23 touchdowns to go along with 531 yards rushing and 12 scores. Milroe has a tendency to trust his legs too often when pressured rather than hunt for targets downfield, but that's going to look very different in this new attack under Kalen DeBoer. If he's unlocked as a passer, Milroe has the potential to win SEC Player of the Year for a playoff team. He's that special as a dual-threat.

Career statistics: 338-of-475 (71.2%), 4,427 yards, 30 TD, 8 INT

Outlook:With 24 touchdown passes and a completion rate at 72.4%,Carson Becknearly eclipsed 4,000 yards through the air during his first campaign as Georgia's starter and saved many of his best games when it mattered most for the Bulldogs, highlighted by sparkling outings against then nationally-ranked Kentucky, Missouri, Ole Miss and Tennessee. Beck declined an opportunity to enter the 2024 NFL Draft to return for another year in Athens, which makes Georgia one of the playoff frontrunners in the expansion era. The Bulldogs have plenty of weapons around him, too. Beck should be QB1 for 2025.

Career statistics: 576-of-909 (63.4%), 7,691 yards, 52 TD, 21 INT; 1,046 rushing yards, 11 TD

Outlook:Another season in Lane Kiffin's scheme worked out beautifully forJaxson Dart, who stiff-armed early questions about the Rebels' future at the position with a banner campaign as a junior. Dart threw for 3,364 yards and 23 touchdowns and cut down on his giveaways through the air. He saved his best performance for last in the Peach Bowl win over Penn State after finishing with 379 yards passing and three scores. His return in 2024, along with substantial personnel retention and transfer portal adds, makes Ole Miss a legitimate playoff contender in the SEC.Various SEC quarterbacks revealed that college football's new helmet communication should lead to sizable production this season and judging by the reaction from Dart,the Rebels have a cheat code at the position with Kiffin calling the shots.

Career statistics: 911-of-1,326 (68.7%), 10,193 yards, 97 TD, 17 INT (includes two seasons at Jackson State)

Outlook:The best ofShedeur Sandersis yet to come. That may not even come in the college ranks unless Colorado's offensive line makes a noticeable step forward in his final season. The truth is, Sanders would start for just about every team nationally given his skill set and his arm is one of the strongest nationally.He officially had 11 starts, but only played a couple series against Washington State in November before leaving the Buffaloes' penultimatecontest with an injury. He'll have a chance this season to ascend to top quarterback billing ahead of the 2025 NFL Draft if Colorado gets to bowl eligibility behind his leadership.
